The updates for CC 2017 and CC 2018 have taken a tremendous amount of work and I wish I had more hours in the day. I’m pretty close to being done, but there are some things which are difficult to wrap up…

It’s likely a bug using the combination of “all instances” and “only numbering”.
One work-around which would likely work, would be to use a GREP processor to strip out all non-numbers.
Some more details that I did not write in the email:
Something like [^\d.] (and replace with nothing) would delete anything but digits and periods. That might require cleaning up trailing periods and if you have numbers in your text, that would be a problem.
A better GREP might be:
.{0,}?(\d\.\d)[^\d]+ and replace with $1I think this would do it. If you have some kind of separator, you would need to add that in.

These hierarchical headers are really tricky. Power Headers has a feature called Resetter Styles which was designed to handle this kind of thing. Basically, you set the higher level styles as “resetters” on the lower level styles and they are *supposed* to drop the content that does not belong. In practice, YMMV, so I encourage you to try it out…
You can also either keep, or drop the numbering (or even insert only the numbers) whichever way you think makes sense.

MemberI was able to reproduce this issue.
The problem is that InDesign CC seems to be overriding the default OD input for Hebrew. There are various keyboard shortcuts for inputting glyph variants on the OS level. It’s strange to me that InDesign CC should be overriding this.
The keystroke on the OS level actually inserts two glyphs in the case of “shin” \u05E9 and \u05C2. In InDesign CC only \u05E9 gets inserted. The same is true for other keystrokes such as option u and option o. (which should produce two different vav variants).
It looks to me like a bug. I can’t think of a rational reason why it shouldn’t work.

MemberIt sounds like you have the wrong paragraph direction set. If the main language of a paragraph is English, you need to set it to left-to-right. If you need to force the direction of a specific sequences, you'll need to set the character direction of the spaces.

MemberThere's a few things you need to do for that to work correctly:
1) The paragraph direction must be right to left.
2) You need to set the right indent to a positive number
3) You need to set the first line indent to a negative number, but there's a UI bug which will not allow you to do this. The most current version of World Tools has a “hack” which allows you to set the negative first line indent in a separate dialog. Select “World Tools > Paragraph > First Line Indent…”
The UI bug has been fixed in CS5.

MemberFWIW, If you really want total automation, you might want to check out AutoFlow Pro.
AutoFlow Pro has the ability to automatically apply the correct master pages while the text is flowed (or reflowed) using standard (non-master) text frames, and/or custom positioned master frames. You can even do virtual threading across different masters. This allows for a tremendous amount of freedom of how the text flows. Once a document is set up once, it's “set and forget” functionality.
Additionally, Power Headers has the ability to keep your headers from not appearing on a chapter opener page, so if the only reason you have an additonal master is to prevent the headers from appearing on those pages, Power Headers can make the extra master page redundant.
