I have 32 pages of pdfs. Some have titles that I need added to the TOC. These pdfs cover the entire page and are legal financial documents so I am not allowed to alter them.

If I enter the titles manually, when the page moves the numbers will be wrong.

      Any solutions? Thanks!

Put the titles on the page but in a white or paper color font. Style with style used for the table of contents. Then just create TOC as you would normally. Page numbers will always be right. Or you could “hide” the title underneath the pdf if you are placing it as an image.

Yes, that’s the way. If you want to see the titles to be sure they are correct, or if you need to change them at any point, you may want to merely have them touch the edge of the page rather than to make them white and or behind the images.

Thanks for your replies, I thought that might be the work around but never considered putting it on the very edge of the page. :)

Great ideas! I wrote about something similar some years ago here:

Creating an Advertiser Index (or other difficult TOC)
