InDesign’s Pasteboard to the left and right of a page are plenty big enough to store design elements, but the default Pasteboard size above and below a page is just 1″ tall. To make the Pasteboard taller, open the Preferences dialog box (Command+K/Ctrl+K) and in the Guides & Pasteboard section, increase the Vertical Margins value in the Pasteboard Options. You can go all the way up to 120″.
