InDesign’s Book panel provides options to update chapter, section, page, and paragraph numbering. But there’s no option to continue footnote numbering across book documents:

You’ll have to set each document’s footnote start number manually. This is a drag but a simple script remedies this.
Use
Open just one book file (scripts can’t tell which is the active book if two or more books are open). It doesn’t matter whether documents are open or closed.
Run the script against the book. It has no interface.
