If you have an Illustrator graphic that has a 2 point thick stroke, and you place it in InDesign: When you make it 200% size in InDesign, the stroke will be 4 points. If you make it 50% size, the stroke will be 1 pt.

If you need the stroke to stay the same as you scale it, you should create the shape in InDesign. Or you can probably copy from Illustrator and paste it into InDesign as an editable shape.
