If you are not using DRM to restrict access to the EPUB, then the Microsoft Edge browser for Windows 10 is also a good EPUB reader that supports fixed layout these days.

Otherwise Windows users might try the Adobe Digital Editions https://www.adobe.com/solutions/ebook/digital-editions.html until Readium 2 Desktop comes of age https://www.edrlab.org/readium/readium-2/

Unfortunately you are not alone waiting for a fully featured EPUB reader for Windows. Bob Levine laments the problem in his blog here https://www.boblevine.us/the-fixed-layout-epub-missing-piece-reliable-readers-for-windows-and-android/
