I found the answer, and just have to share my excitement! There is a “StorySplitter” script (by Adi Ravid) that I have installed, which allows me to break the threading at any particular point. Then I can delete text and delete pages without everything shifting. I am a happy camper!

Yes, that box is un-checked. Perhaps I need to (somehow?) turn off threading between several pages, and then delete text? Is that possible?
Ah! I just did it twice – one Find/Change for the bullet formatting, then a second Find/Change to delete asterisks. That worked! I am so grateful for your help, you saved me so much manual effort!
Thank you so much, Aaron! I am using the bullets feature within paragraph styles. So your first option works to find the asterisk and add a bullet point (paragraph style), but it does not delete the asterisk (it keeps it included with the tabbed text following the bullet). Any thoughts on this?
Your second option worked well, although I would rather use the paragraph style.
