I’m working with a client on creating a brochure for their company, and they asked for an InDesign layout before getting into the stylistic stuff.

What does this typically mean I should be including? Imagery, text, text arrangement, and maybe some blocked out sections where more refined design elements will go? Any help would be appreciated.

That’s weird… how can you do the InDesign layout before “getting into the stylistic stuff”? Typically, you’d do the design first, and then create the layout.
