Use DIV to control page break, or H1 tag?

      So, I have a frontmatter xhtml file that contains the title page graphic in a div, the copyright text in a div, and the print TOC in a div. The divs are a result of each of these kinds of content being in separate, unlinked frames in the InDesign file before export.

      I don’t particularly want to separate these into individual HTML files, but when I specify a “page-break-before (or -after, same result) : always” attribute for a div that may conflict with that same attribute assigned to an H1, for example, I notice that sometimes, there is an extra “blank” page that precedes (or follows) the break. This doesn’t seem to be a function of reflow; it seems to result from the clash of attributes.

      Does this make sense? If so, which is the better element to use in assigning a page break before (or after)?
