TOC style override…sometimes

      I’ll have, for instance,10 Headers in my document that I want listed in my TOC.
      I apply the Header Paragraph Style, which is black, to all 10 headers but then I’ll reverse out 4 of those headers in the doc to be white.
      I’m not changing the Paragraph Style or choosing a Character Style… just changing the color.
      In the TOC all of the lines are set to be “TOC 1” Style which is gray.

      One should expect all 10 lines in the doc to be in the TOC 1 style and all be gray … OR
      If the TOC styles are always being overridden, those four lines in the TOC would all be white.
      The trouble is only some of those TOC lines become white and some follow the TOC Style as they should and are gray. Why one and not the other. They seem identical.
      The same thing is true for font size. I can change the font size of some of the Headers but only some of those MIGHT look different in the TOC.

      I have simple work-arounds to make things look the way they should in the end but I’m trying to figure out what is causing these seemingly random over-rides of the TOC style. Again, It seems completely inconsistent as far as I can tell. I’m doing the same thing but getting inconsistent results.
