I can do it with CS6 and the ScribeDOOR plugin:
put the page numbering on the master page(s)
then format the master page numbers to use a suitable font
then in the ScribeDOOR panel, there’s an option for “Digits” which includes Arabic, Devanagari, Gujarati and many others.

May also be possible with the In-Tools World Tools plugin.

However, I can’t find a suitable option in the “normal” InDesign menus or panels. I do have the World-Ready version of InDesign – it has Arabic and right-to-left options in the normal menus and panels, but has digit options only for a) Western 0123, b) Arabic-style (arqam hindiyya?) and c) Farsi.
And you can’t use the Alternate Glyphs in the Glyphs panel, as the page number symbol on the master page is an “A”!

      Hope that’s of some help,
      Regards, Chris.
