page break character is not getting inserted

      Hii
      I am trying to insert a page bresk character at the starting of a text.
      But it is getting inserted sometimes and failing to insert the other times.

      My code:
      Dim idIns As InDesign.InsertionPoint = idPara.InsertionPoints.FirstItem
      idIns.Contents = idSpecialCharacters.idPageBreak

      What can be the possible reason?
      Please suggest
