Graphics expanding to original size when copied and pasted ??

For a while now I have had this problem with InDesign CS5 ver. 7.0.4. When ever I select a graphic that has already been sized to fit proportionaltely to use it on another page or the ame page or another InDesign document, when I paste it, the graphic expands back to it's original size. This is especially annoying when I need to keep something exactly the same size from page to page.
Has anyone had the same experience? I'm selecting the graphic frame not using the direct selection tool. I'm just baffled about this and if anyone out there has a solution, I sure would appreciate some help. The partial screen shot shows the original graphic in the upper left and on the left you can see that the logo graphic is now full size after being pasted into the same page of the doument.
