Been using Indesign for years [current subscriber to CC]. Using multi-column text frame, style sheets [with column spanning for only 1 column]; the ‘keep’ settings are fine. In this instance, I apply a style sheet for a header. Then, the para and subhead above it jumps from the current column to the middle of the next column with big spacing before and after. I’ve restarted Indesign, started a new doc to test [same thing], converted all the text to raw text and reapplied style sheets, checked all the style settings. I doesn’t happen in a single column [no where for the errant text to go, I suppose]. Darndest things I’ve ever seen in InDesign. Any idea?

Is there any text wrap applied to any objects on the page? When you say it’s in the middle of the next column: is the Vertical Justification set to Center instead of Top in the Text Frame Options dialog box?

      David,

< is the Vertical Justification set to Center instead of Top in the Text Frame Options dialog box?> No, it’s set to Top. It’s the darndest thing.

I’ve created a packaged text file [I can send the text file and the packaged ID file] using formatless text that I copied from the original doc [converted in notepad to Plain Text] that demonstrates what I’m talking about and then imported the styles from the original ID doc. I’ve created a new ID file, and for convenience, I’ve stripped out all Styles that aren’t used in this test file.

      After you receive the package:

I’m assuming your machine or your indesign is not different than mine [Indesign cc 2019]. The final project doc is 20 pages.
If you scroll down to CALIFORNIA, and apply the “2 WEST Slab Boxed State or Country”, watch what happens to ARKANSAS. Happens on others as well.
There’s also a weird empty block of space above “cruise ship/resort liability.” at the top of the second column.

Also, the “$2 million helicopter crash settlement” copy breaks strangely. When I attempt to pull the word crash up to the previous line [there’s plenty of room], it won’t work.
Mac OS 10.13.6 (17G8030); 16 gigs of memory [but, old machine]

Hi Stephen: Thanks for sending the file. This is a great example of how a tiny feature can make a huge problem. :-)

The problem is that the paragraph style applied to your state subheads is set to span 2 columns! That created a “zone” so that the text couldn’t flow into it.
