I have document that is 40 pages. The first section is 9 pages, numbered from I to IX. The next section should be numbered from 1-31.
The document is laid out in spreads. If I choose to start page numbering at 1, then page number 1 is only a single page, similar to page I. I don’t want this, as I need to see the correct spreads. Left and right pages have a different layout. If I choose to start page numbering at 2, then page 2-3 are laid out in a spread the way I want. WHY? Why can’t I have a spread that is numbered 1-2? Is this a built in logic?

It’s not a bug but a build in feature. But there is a workaround. In the pages panel you have to turn off the option to allow pages to shuffle. Then you can drag the pages so that page number 1 will be the left side of the spread. See my document here:

Dieter’s fix is the way to go, but it is industry standard to have odd pages on the right. It may not matter for you document, but:

If your 2-sided document has tabs, they will be inserted before the first page of a section. If an even page is the first page of a section, it will appear before the tab. This is bad.

In a case like yours, typically a blank page is inserted so that Page 1 is on the right. Everyone at a print shop from prepress to bindery will check to make sure the odd pages are on the right. If you are having these printed, tell your printer that you are intentionally putting odd pages on the left. (Most people do this in error.)
