Disappearing paragraph rule below problem

I was hoping to use InDesign’s “paragraph Rule Below” option to do a column-wide underline for a question and answer puzzle page. Thequestion was to be set in para style “Question”, and the answer (blank for the question paper) would only show the lines. All of that works OK.
The problem is when I type to insert the answers, if I type beyond the column width (i.e. I run onto a second or multiple lines, the rule below disappears for all but the final line.
I tried reselecting the whole answer, and clicked to reapply the “Answer” style, but this doesn’t restore the lines that have disappeared. It’s no big deal to put an end-of paragraph at the end of every line, but that’s not so useful if I then have to go in and edit an answer, when it becomes necessary to delete old end-of-para markers and add new ones.
Does anyone know if what I’m aiming for is possible, or if there is another way to achieve the result I want (which is either to copy and paste the answers and then just apply the Answer style with all the lines in place, or type in the answers freely without having the manually add end-of-para markers)?
(I had wondered if I could do this using GREP, but apparently GREP will not detect the end of a line within a paragraph, so that’s out.)
      Any help appreciated.
Perhaps we need a DTP Tool for this (if it can be done)!

Maybe you could do that with a table, but I don’t know if that would have other inconveniences.

It’s a little unclear to me what you’re trying to do. If you have an example, feel free to post a photo on a sharing site, such as dropbox or Imgur and then post the link here.

However, yes, “Rule Below” means “below the paragraph” not every line.

Here’s an old post about putting a rule below every line in a paragraph:
