Clicking style (not option-clicking) resets local formatting. Bug?

      When inside a text box, clicking on a style in the Paragraph Styles palette should assign that style to the paragraph where the cursor is while leaving intact local formatting.

      That seems not to be the case, and local formatting is reset by just clicking a style without pressing option, when the cursor is on a 2nd paragraph whose style was auto assigned by the Next Style property of the style of the 1st paragraph.

      Is this a bug or intended behavior?

      How to reproduce:

      1. Create a couple of styles each with a different font and regular font weight.
      2. In the General properties of the 1st style, select the 2nd style as Next Style.
      3. Create a new text box, click on the 1st style in the Paragraph Styles palette and start typing letters (no Enter key).
      4. Change the font weight to bold as local formatting, and typing some more letters followed by Enter to change to a second paragraph.
      5. Type some more in the second paragraph. The style of the 2nd paragraph will change to the 2nd style, but it will style remain bold (i.e. local formatting will be preserved).
      6. Now place your cursor in the 1st paragraph and click on the 2nd style. Local formatting will, again, remain so some letters will have regular weight, some others bold.
      7. Now place your cursor in the 2nd paragraph and click on the 1st style. Local formatting is reset and the whole 2nd paragraph is changed to regular weight. Why was the bold formatting not preserved?
