Can't select Same as Articles Panel for content order

      I’ve created an InDesign book that has 24 individual InDesign files. I’ve been trying to work on my article order for the ePub, but whenever I export book to ePub, the Same as Articles Panel under Content Order cannot be selected. There are only a few of my docs I’ve needed to assign articles to. Does anyone have any insight as to why I can’t select this? Thanks!
