can't get 2 paragraph styles to behave independently of each other

I’m trying to set 2 paragraph styles but only 1 engages, despite selecting one after the other in the paragraph style tab. I’ve used shift+return at the end of each line and specified the appropriate next style where I need it and not where I don’t. Should I be doing something else to get the 2 to act independently? Thanks in advance.

Shift+return means “new line but stay the same paragraph”
Each paragraph can have only 1 paragraph style applied to it.

When I apply a hard return the leading goes away and I can’t figure out where IND is getting it from-both styles have the same leading but I know what it is saying is wrong (says 7/11 but it looks more like 7/21).

Space After in both were set to .25. Thanks once again.
