Automating adding a layer to a PDF?

I got a question from one of my clients today that got me stumped, mostly because I never use Acrobat Pro (9) beyond verifying my PDFs are correct for print: he can print invoices and such from his SAP software as PDF files, but they don't contain his business' letterhead. So to make them into formal invoice PDFs he (don't laugh!) scanned the letterhead, “remade” it in Corel Draw and made it a PDF (a whopping 1.75MB) that he then puts behind the printed PDF invoice in Acrobat Pro Extended and emails the results to his clients.

Does anyone know if there's a way to automate the process of adding the same PDF as a bottom-most layer in an existing PDF so he could do that to all 20+ invoices he has to send out? Or should he contact the IT folks to just add the necessary header and footer when he prints the invoices as PDF?

The latter seems to be the best solution to me, but he seems to prefer the “free” method he uses now…
