In his photography education blog Yanik’s Photo School, Yanik Chauvin has compiled an excellent list of free presets for Lightroom 2. The sources include OnOne Software, Lightroom Killer Tips, Inside Lightroom, the Adobe Web site, and many, many other resources.
Yanik even includes preset installation instructions.
