The Blatner Tools suite of plug-ins (https://blatnertools.com/) lets you assign a keyboard shortcut to “create horizontal guide here,” (or vertical) where “here” means wherever the cursor currently is. You can use the Keyboard Shortcuts panel (part of the Suite) to find it.
