I must admit that if I want that degree of accuracy, and I know exactly where I want to put the guide, I'll drag one onto the page and then position it accurately by typing my desired value into the X (or Y) coordinate box on the control panel. That's the only way I know of to be sure it goes exactly where I want it to.
