First of all: There was no major change between CS6 and CS5.5. This has always worked exactly the same way. If you are seeing a difference, then maybe something else is wrong.

The best way to make the first page a left-hand page is to select it, choose Layout > Numbering & Section Options, and then change it to page 2 (or any even number). If Allow Document Pages to Shuffle is on (in the Pages panel menu), then all the pages will shuffle and you will have three spreads, each with 2 pages.

The method of turning off allow pages to shuffle is very powerful, but much more difficult, and you only need it if you are using Automatic Page Numbering AND you need the left-hand page to be page 1 (which is very rare).
