If you want to get real bullet points – these are list items – then you can’t get them all in one paragraph. If you want to use “space before” then you have to build two paragraph styles: one for the first entry, one for the rest (with no space before).

In this case I would use the bullet list feature of InDesign as Tim suggested.

By doing this you’re able to convert your content to epub as well.
