You said you were using InDesign Server… which is a headless version of InDesign that is run entirely using scripts. Is that the case? Are you working with a reputable InDesign Server integrator/coder who can build this system for you?

Or maybe I misunderstand and you’re using the normal version of InDesign (which has a user interface… you know, what we all use).

Either way, if the books are 128 pages, that’s only 165 documents in 20,000 pages, so I think a book file can probably handle that.
