My company’s software ‘CircularFLO’ allows InDesign user to add widgets and web code to their InDesign pages and export to a fixed layout EPUB3.
Widgets such as the ‘whiteboard’ available from BookWidgets https://www.bookwidgets.com/widget-library/whiteboard will let your readers write on to the ebook page.
