I think a “tint of 20%” and a new swatch of “20% black” are the same… I can’t think of any reason to use one over the other.

Though if you want to be sure that it’s always 20% and never reverts back to 100%, even if someone accidentally clicks the swatch, then making the 20% swatch may be better… because:
