What you’re trying to do is difficult, because you have all kinds of leading and spacing going on. First of all, I would strongly suggest using split or span columns instead of trying to thread to a new frame. I’ll put links below on how to do that.
But even then, you’re going to have a challenge. Let’s say your leading is set to 12 points for your Instructions, and 10 points for the introduction text. The only way you could make them align is if you put 2 points of space between the paragraphs of the introduction, right? Because 10 + 2 = 12. Alignment is all about math… the leading + space before + space after must always equal the basic leading value (or a divisor of it).
