There are many options for making fonts.
There is a tool called IndyFont which actually lets you make fonts inside InDesign! https://indiscripts.com/category/projects/IndyFont
Another insanely cool tool is called FontSelf, which lets you make fonts from Photoshop or Illustrator: https://www.fontself.com
(Note that the SVG fonts it makes will generally work in InDesign, but not necessarily for all output. It’s worth testing!)
However, you can also use Find/Change to insert graphics, which may work for you:
