Looks like this may have changed in the 2017 version (see last comment from this blog post – https://indesignsecrets.com/when-to-use-balance-ragged-lines.php). Not aware of any method to turn it on for paragraphs set with Single-line Composer. Is there a reason those paragraphs you wish to enable it for can’t use the Paragraph Composer setting?
