I just placed a 13 MB PSD in CC 2019 and in CC 2020. The INDD file and an exported PDF is exactly the same.

If you look in the Links panel, does the PSD image show up as embedded by any chance? That would make the INDD file bigger. As for PDF export, it depends entirely on what PDF Export preset you’re using.
