Reply To: style sheets not behaving consistently

With the two paragraph styles check that they have the correct leading and Space Before (on the headings) or Space After (body text) that you need to get the text space correctly.
Have you removed all Character Styles from the text?
All the formatting needs done with Paragraph Styles.
Are you using align to baseline grid at all? This can easily cause a issue if not used correctly.
