I agree with Dwayne insofar as it depends on the art. In my workflow, I use Illustrator to create files that contain charts/vectors, images, and text (such as tick mark labels in charts). I find Illustrator easier to use than Photoshop for adding quantities of text. I place the Illustrator files as links in InDesign. My chart/figure captions are InDesign text. If the text that you are adding is ornamental (for example, a decorative overlay on the image), then I think Photoshop would work fine. Again, it depends on the content.
