Help! Text with footnotes not flowing properly

      I’ve never come across this issue before until working on this title for the first time, and it’s really really bugging me. The text is set for footnotes to be allowed to split, and it does so, but occasionally it will refuse to split a footnote and will just leave a load of white space at the bottom of the page. Like this:

      There are no hidden characters causing the problem, or long URLs in the footnote. Keep Options are all turned off. To try to get the text to continue flowing I’ve made the text frame bigger to force it to flow. WHy on earth won’t it flow at the standard frame size?? You can see it ought to. As you see, the footnotes happily splits now.

      Any ideas? I can’t quite think what terms to use to google the problem either!
