Keep Rollover State without Removing from Master Page?

I have a multi-page interactive PDF with a navigation bar containing buttons linking to different sections. Each button has a rollover state. I'd like to have a section's button retain its rollover state appearance on each of its pages. Is there a way to do this without a) removing the section's button from the master page to style it or, b)having a master page for every single section? Most of these "sections" are only 1 page, so that would be a huge number of master pages to manage! Thanks in advance.
