you could alter the options on surrounding pages for ‘keeping spreads together’ or ‘allowing spreads to shuffle’ so that those pages do not move when you insert a blank page. you may be better to create a spread, then delete one of the pages. Its hard to know exactly what you are descibing without seeing the file.
