Style autonumbers to appear one line above the paragraph?

      How do you get the auto-number to appear one line above the (numbered) paragraph? The Numbering Style panel in CS6 Paragraph Style Options does not have “line break” on the Special Characters menu. If I apply a baseline shift to the Character Style of the number, it will appear in the desired position but that leaves a gap beneath (at the start of the paragraph).

      Context:
      The paragraph style is to be used in a multi-column layout where level 2 subheads are forced to the next column. I’d like the number to sit in a line by itself at the top of every relevant column and “announce” the new topic. The number and subhead will then need to appear (on one line) in the Table of Contents so I’ve ruled out a (real) forced line break.

      This effect is usually seen on the starting page of a chapter, but since these subheads aren’t jumping to a new PAGE, I don’t see how the custom master page workaround can work.
