I wrote this on a blog post comment, too, but:

It could be that the buttons are covered up by other interactive objects. Or perhaps the stacking order problem listed here: https://creativepro.com/stacking-order-bug-exporting-interactive-pdf.php or
You’re using Acrobat on the Mac or Windows, right? iOS still has problems with buttons.
