Panels obscure windows

      When I open an existing file it fills the screen – all the way to the right, behind the panels. I then have to tab-hide the panels, pull the resizing handle of the window to the left, shrink the window, tab-restore the palettes, and finally resize the window to fit. I can't find anything about this behaviour in Preferences. Is there a way of changing the default? I have CS4.
