I almost never use the ruler and always have it turned off; unfortunately, it always appears when I make a new document.

Any idea how to turn it off “completely”?

What colour is the ruler? Pink or Blue?

If it's the Pink Ruler you can turn them off by going to View>Grids and Guides and choose Hide Guides, they are also not visible when you go into Preview Mode or Bleed Mode (View>Screen Mode>Preview or Bleed)

If it's blue guides you can just select them and delete them – if you can't select them then go to View>Hide Rulers

Also – the Pink Guides are document margins, if you don't want to use them then when you create a New Document you can select for the Guides to be set to 0, that will put them right to the edge of the page – but it's probably best just to Hide Guides as mentioned above.

Disable the display with no files open.View>hide rulers

Hank, I believe the OP is referring to the actual horizontal and vertical rulers, not the guides.
