Adobe recently released a new TechNote on the activites that happen to your InDesign layout when you export to SWF or XFL in CS4.
It is an interesting and quite technical overview of the process exporting process. The article gives a list of cases in which the text will be converted to vector paths, plus many other interesting aspects of the conversion process.
