I wanted to do something similar to The Chicago Manual of Style printed book, with the hanging number I can use as a cross-reference, then a bold phase, followed by plain text. I made one manually about 10 years ago but no longer have the file. Hoping to save time, I figured someone, somewhere, would have a similar template so that I wouldn’t have to do it again, but I cannot find one.

      Is there anything out there?

I can’t think of anything, but what you describe sounds like it can be handled easily with hanging margins (a positive left margin + a negative first-line left indent), plus nested styles.

Thanks. Yeah, that was just me trying not to admit how much I have forgotten. But still, it’s a very clean format and suitable for many purposes, so I’m somewhat surprised it’s not out there.
