Spacing between individual letters is called kerning. Tracking is for the whole line or block of copy.
Place your cursor between the 2 letters, hold the option key (on a Mac) and use your right or left arrow to kern.
Does that work?

If you are trying to track, select the 2 letters, not the space between, then adjust your tracking.
