Hi Tom,
I don’t see that happen when I change the size of the table by shift-dragging the lower-right corner of the table itself. It doesn’t change the font sizes at all for me. I wonder if perhaps you Command-Shift-dragged the text frame itself? That would scale the contents of the frame.

As for getting rid of all the local formatting, you can select all the cells of the table (place text cursor inside frame and then press Command-Option-A or Ctrl-Alt-A) and then click the Remove Local Overrides button at the bottom of the Paragraph Styles panel. That should do it all in one go.
