Newspaper: Pages are fine on screen but newspaper prints with missing borders

Hello there. I work at a newspaper where I do layout. I use InDesign CC 2017. When I am finished with layout, I export my pages into a high quality PDF file that gets sent to another user who takes that PDF file and places it into a CS3 document to RIP to our image-setter (to make our plates for the printing press). Everything looks good until the newspaper is printed off of the printing press. That’s where some of the pages will have missing photo borders, and hyphens will be missing in words. I wondered if maybe the computer with InDesign CS3 may need updated. Any suggestions? Thanks so much in advance!

I have a tendency to rant about old software, but CS3? That was released in 2007. But I can think of a couple of things:
      • Reduce Distiller’s resolution, where ever you find it. This (misnamed) setting affects only the object placement granularity on the page, not the actual resolution of the objects.
      • Turn off “optimize for fast web view”
      • Use one of the compliance standards
      • Update used typefaces (this is one I personally found, many years ago. The problem occurred with TrueHype faces where using some might knock out graphic elements. Change the face and the graphic would come back. I swear.)

Thank you for the response and suggestions. I am trying one thing at a time. Will see how it is effected after print today!
