That’s what I figured. Perhaps if enough of us report it as a bug, they’ll fix it and claim it is a new and exciting feature in a future release.
I tried to work around this in two different ways. First thought was to set a character style on the numbering style that would give it an underline, and then offset that to sit above the prefix. No underline appeared under the text. Next idea was to use the underline setting of the main paragraph style, but that too results in no underline extending to the prefix.
Ultimately, it looks like number/list styles ignore both paragraph rules and underlines. Time to file a bug report?
