Like I said, “If this was simply just a one-level bulleted list paragraph style, I could easily do it with space after: .125 & space between paragraphs using same style: 0.”
Is there any way to have a three-level bulleted list using just one paragraph style so I can take advantage of “Space between paragraphs using same style?”
Thank you both for your creative solutions! I will definitely consider these in the future for my own InDesign documents. However, for these templates, I think the simplest method will be to create 2 separate object styles (top of page / mid-page) with different amounts of text wrap.

It’s set to wrap around bounding box. I just tried wrap around object shape and jump object. No change.
The objects are the full width of the text column, so there is no text wrapping on the sides. It seems that as long as the object doesn’t have text above it (i.e., object is at the top of the page) there is no issue with the bottom text wrap. But as soon as there is some text above it, the extra gap underneath appears.
For objects with the extra gap, I just realized the space between the bottom text wrap area and baseline of the first line of text is exactly 15 pt, which is equal to the text’s leading. I could reduce the bottom text wrap amount in the object style, but then objects that sit at the top of the page won’t have enough bottom text wrap.
