You'll just need to have paragraph styles for Double Underline, Single Underline and other things.
It's pretty straight forward. I find that if you use an En Space or Figure Space before the numbering to extend the Underline a bit from the text, you can even include it on the other side.

I'm about to try this as well and I'm wondering how you format the rules that go across 7 to 10 columns. Would you just have a separate row?
