I’m new to this forum so don’t know as yet how to post screenshots but I just created a paragraph style using paragraph shading rather than a paragraph rule and it works great. Under paragraph shading I selected an offset for the top and bottom but not for the left and right.

Paragraph borders and shading should do the trick. Once you’re happy with the offset, color and so on just save it as a paragraph style.
If you select the drop down on the right side of the Glyphs box and click show options you should get a list of recently used glyphs above the Alternate for selection/Entire Font box.

I also tested by placing a 9 MB file into Word then saving and placing that file into Indesign. I copied that image placeholder so I’d have the exact size then placed the original 9 MB file into the frame. The effective ppi of the Microsoft Word image was 406 but the original image was 798. So it seems there is some loss.
